To a point.
There should be a registration process or something. We have certification, and we perform our activities with peer oversight, in organized groups, out and away from people, and the dangers of allowing an unpredictable system just do it's thing with the un-knowing public in close proximity.
But programs like that encourage both competition, as well as an open-source consortium of like-minded people, working toward deviations of a common goal. The unfortunate part of it being open-source, or even free, is that like the concern that terrorists can use our hobby for malicious purposes, it's actually much easier (and cheaper?) to use something like this, and it's not something that you really need to do in a group, you don't need FAA permission (kinda the point of the 400' waiver), or even reporting so long as it's under a certain weight.
And you can actually _guide_ these to a location. Ask Pat G how easy it is to hit a target in the middle of a field. _________________ RD
